Tracy Shoemake joined the Texas State athletics staff in August 2004 and serves as the Executive Senior Associate Athletics Director for Internal Operations and Senior Woman Administrator (SWA).
 
In her role, Shoemake oversees strategic planning, academics, compliance, and student-athlete development. She also serves as the sport administrator for men’s and women’s basketball, volleyball, and tennis and is the administrative liaison to the Sun Belt Conference men’s basketball coaches.
 
In her time at Texas State, Shoemake has overseen communications (10 years), athletic training (18), strength and conditioning (18), video (10), and equipment (18), including the negotiation and management of the Adidas contract agreement. She was also the sport administrator for football, softball, and track and field.

As the senior woman administrator, Shoemake is the department’s liaison to the Sun Belt Conference and the NCAA.  She also serves as Deputy Title IX Director and departmental liaison with various campus departments including Office of Admissions, Student Business Services, Division of Student Affairs, Office of Financial Aid, Office of Disability Services, University Police Department and Dean of Students. Shoemake also represents the Athletic Department on various councils and committees including Enrollment Management, Title IX Collaborative, Recreation Sports Advisory Board, Athletics Advisory Board and the International Task Force.
 
She has served on various university search committees, including recent searches for the Vice President of Student Affairs.

Shoemake joined the Texas State staff after serving as the assistant commissioner for compliance with the America East Conference from 1997-2004. There, she coordinated all facets of the NCAA governance structure and legislative process for the league. She also interpreted NCAA rules and regulations for the league's schools, enforced conference policies and processed NCAA secondary violations. She also handled numerous additional duties, such as being the conference administrator for various America East Conference championships, including men's basketball. She also was the liaison to the league's faculty athletics representatives, senior woman administrators and the conference student-athlete advisory council.

A native of New Braunfels, Texas, Shoemake handled compliance for two years at Northeastern before joining the America East Conference staff. At Northeastern, she also served as the administrator for various sports programs.

From 1991 to 1995, Shoemake worked at the University of Houston, the first three years in athletics academic counseling and the last in compliance.

Shoemake has served on many prominent NCAA committees. These include the Division I Management Council, Division I Legislative Council, Division I Academic/Eligibility/Compliance Cabinet and has served as a liaison to the Division I National Student-Athlete Advisory Committee, NCAA Division I Volleyball Committee and chaired the NCAA Division I Legislative Review Interpretations Committee.

Shoemake currently serves on the Volleyball and Awards Committees in the Sun Belt Conference. Her previous conference service includes the Western Athletic Conference's Athletic Council, Championships Committee and Finance Committee.  Within the Southland Conference, she was on the Awards Committee, the Championships Committee, the Officiating Committee and was the administrative liaison to SLC volleyball and softball coaches.

A 1990 graduate of the University of Texas with a bachelor's degree in liberal arts, Shoemake earned her master's degree in sports administration at Houston in 1993.
