Bill Banks played basketball at Texas State University from 1952 to 1955. He had many athletic achievements including, All-Conference Honors and co-captain of the Bobcats from 1953-54. He was the leading scorer in the conference from 1953-55 and is ranked 13th in most points made in a season at 549. Banks also led the team in rebounds from 1953-55 and field goal percentage from 1954-55. Banks went on to be drafted by the NBA Minneapolis Lakers in 1955.

Banks was an involved member of the T-Association acting as Vice-President from 1953-54 and a board member from 1978-79. After his NBA career, Banks was nominated as Coach of the South All-Stars TACA, 1962-1964.
